Marc Locatelli
Candidate for the TGR Board of Directors
Platform
Association knowledge should be organized, searchable, and easy to maintain. If elected, I will advocate for a Governance Knowledge Base that preserves important decisions, policies, variances, financial information, interpretations, and procedures for future Boards, committees, management, and owners.
The Governance Knowledge Base should connect Board meeting recordings, policies, resolutions, written procedures, ARC decisions and variances, significant interpretations of our governing documents, and published owner questions and answers. A simple decision index should identify the issue, the governing provision involved, the result, and the underlying record.
This would not turn past decisions into binding precedent nor would it make confidential records public. It would give future Boards, committees, management, and owners a reliable place to understand what was decided and why. When similar matters are treated differently, the reason should be deliberate and documented rather than the result of lost institutional memory.
Good recordkeeping creates continuity, supports consistent decisions, and allows the Association to survive changes in the people serving it. Transparency should outlast the people in charge.
Communication between the Board and owners should be an ongoing dialogue, not a one-time exchange. Owners deserve a dependable channel to ask questions, receive meaningful answers, and seek reasonable clarification when an issue remains unresolved. A Board response should advance the conversation, not automatically end it.
If elected, I will advocate for a process that welcomes respectful follow-up, addresses the substance of an owner's concern, and keeps the discussion open until the matter has been fairly considered. Substantive questions and answers should be shared with the membership when appropriate so that one owner's question can become useful information for everyone.
Disagreement does not equal disloyalty. Real trust can handle a hard question and respectful debate. Even when agreement is not possible, every owner should know the question was heard, understood, and answered.
The Board represents every property owner, not only the people who attend meetings, join by Zoom, or live in TGR full-time. Owners who live elsewhere, travel for work, have family obligations, or cannot attend a particular meeting still have the same ownership interest and the same right to be represented.
If elected, I will approach every decision with that responsibility in mind. Participation should be encouraged, but representation should never depend on attendance. Every owner matters, whether that owner is in the room or hundreds of miles away.
Owners should not have to be in the room to know how the Association is being governed. Board decisions affect every property owner, including people who do not live in TGR full-time, travel for work, or cannot attend a particular meeting.
If elected, I will advocate for recording the open portions of regular Board meetings, making those recordings available to owners, and maintaining an organized archive. Meeting summaries should identify decisions, unresolved matters, and expected next steps. Important information should be reasonably easy to locate rather than scattered among meetings, emails, and word of mouth.
Open meetings should also contain meaningful deliberation. Directors may need workshops outside of a regular meeting, but side conversations during an open meeting should not replace discussion that owners are entitled to hear. Owners should be able to understand the considerations behind a decision, not merely see the finished vote.
Better access helps owners remain connected and gives the Board an opportunity to show its work. Distance from TGR should never limit an owner's ability to know what decisions are being made on the owner's behalf.
