In ordinary conversation, HOA and POA often describe the same type of organization: an association of property owners created to administer a community, maintain common property, collect assessments, and enforce recorded restrictions. The name itself does not determine the Association's authority. That authority comes from applicable law and TGR's Declaration, Bylaws, rules, and other governing documents.Texas law generally uses the broader term property owners' association. That term includes associations whose members own vacant lots as well as lots with homes. For that reason, POA is the more precise description of Texas Grand Ranch, although people commonly use HOA to describe the same organization.

Texas Grand Ranch is already a special place. Protecting it over the long term will require more than good ideas from a small group of active residents. It will require a membership that knows what is happening, understands why it matters, and believes participation is worth the effort. Our governing documents could benefit from clarification and modernization in several areas. Changing them, however, requires meaningful owner participation. Under CCR Section 9.2, amending the Declaration requires a two-thirds vote of owners entitled to vote and a seventy percent quorum. The SBRs also impose demanding amendment requirements. The Bylaws are easier to amend, but still require the applicable quorum and a majority vote. Those thresholds mean owner engagement is not a side issue. It is the foundation for any realistic effort to improve our governing documents.Owners Who Have Not Built Matter NowTGR is approximately 35 percent built out. Owners of undeveloped property therefore represent a large share of the membership, but community communication naturally tends to revolve around people who already live here. That owner's interest is no less real. The same governing documents control the property, current decisions can affect its value and future use, and the owner pays assessments. When an important vote arrives, that ballot counts the same whether the owner lives down the road or in another state. We should not wait until we need a vote to begin communicating with these owners. They are not future members of TGR. They are members now.Make Information Easy to FindTownSq should become the primary home for owner governance information, including meeting recordings, summaries, project updates, substantive questions and answers, surveys, and plain-language explanations of recurring issues.Owners should know where to begin when something important is happening. That matters especially to people who do not need daily neighborhood discussion but do need reliable information about construction, assessments, policies, or proposed changes affecting their property.Give Meetings a Life Beyond the RoomMost owners will not attend every Board meeting. Work, travel, distance, and family obligations make that unrealistic. Missing the meeting should not mean losing access to what happened. The open portions of regular Board meetings should be recorded and posted for owners. A short written summary should identify the decisions made, the issues still open, and what will happen next. A meeting attended live by a few dozen people can then serve the entire membership.Owners should also see meaningful discussion, not only a finished vote. Directors can disagree about policy, spending, or the interpretation of a document and still work together. Thoughtful disagreement is evidence that directors are considering the issue, not evidence that the community is divided.Turn Questions Into Shared KnowledgeOwner questions should be treated as conversations, not administrative checkboxes. If a question requires research, say so, follow up, and share the substantive answer with the membership when appropriate.A published question and answer can help hundreds of owners and become part of the Association's Governance Knowledge Base. Over time, that reduces repeated work and helps owners understand how the Association operates.Start Before the Ballot ArrivesParticipation grows when owners can find reliable information, see genuine discussion, and believe their questions matter. Short surveys, advance explanations of proposed policies, outreach to undeveloped-lot owners, meeting recordings, and published answers are practical ways to build those habits now.The goal is larger than changing a few rules. It is to build a POA where owners believe there is value in paying attention and where the Board actively reaches beyond the same familiar group of participants. The amendment thresholds may be high. Our job is to build a community engaged enough to meet them.If elected, I will work toward that goal.
